On 26 August 2026, at the Conference on the Dissemination and Implementation of the Law on Urban Development, Ho Chi Minh City University of Law (ULAW) was honoured to receive a Certificate of Merit from the Chairman of the Ho Chi Minh City People’s Committee, pursuant to Decision No. 5493/QD-UBND dated 25 August 2026. ULAW was among 35 outstanding organisations recognised for their direct and active contributions to the drafting of this important piece of legislation.

This recognition by the City’s leadership stands as a compelling testament to ULAW’s academic standing and professional expertise as one of Viet Nam’s key institutions for legal education and research. Throughout the development of the Law on Urban Development, ULAW worked closely with the City to organise a range of academic and policy-oriented initiatives. Notably, Ho Chi Minh City University of Law, in collaboration with the Standing Body of the Ho Chi Minh City People’s Council, convened the national-level scientific conference entitled “The Law on Special Urban Governance – Institutional Breakthroughs for Ho Chi Minh City” on 8 May 2026.
At the same time, ULAW’s experts, scholars and faculty members contributed a wide range of substantive analyses and recommendations, including proposals for breakthrough mechanisms and policies firmly grounded in practical considerations. These contributions provided a robust scholarly foundation to support Ho Chi Minh City in further refining the institutional framework required for modern and sustainable urban development.
Beyond these contributions, ULAW has consistently played a pivotal role in providing comments on and participating in the appraisal of numerous draft legal normative documents and proposals for special mechanisms and policies, thereby contributing to efforts to address legal and institutional bottlenecks facing Ho Chi Minh City.
Looking ahead, ULAW remains committed to mobilising its intellectual and academic resources to work closely with the Ho Chi Minh City People’s Council and People’s Committee in translating the Law on Urban Development into concrete mechanisms and ensuring its effective implementation, while continuing to contribute to the formulation of other strategic legal instruments.
